Phelan - Westell Carew Phelan, age 75, went home to be with the Lord on Friday, January 2, 2026, in Jacksonville, Florida. He was born in San Pedro, California, on June 18, 1950, to the late Joseph Phelan and Elizabeth Booth Phelan. Wes was preceded in death by his beloved wife, Judith Fluitt Phelan. Wes was a loving husband, father, and grandfather. Defined by his Faith, kindness, humor and loving spirit, Wes cherished his family and those who knew him.
Wes spent his professional career as a radiologist, earning his M.D. from Creighton University and serving in the United States Army Medical Corps, earning the rank of Major and serving across the United States and in Heidelberg, Germany, before leaving Active Duty. He continued to practice medicine for nearly three more decades before retiring and pursuing another long-time passion - writing. Wes is a published author, and his first novel, The Medical Student, is a loosely biographical account of his childhood and journey through medical school. He was an avid reader and enjoyed playing guitar and, in his earlier years, surfing on the beaches of southern California. Wes loved and enjoyed his family, and he was active in his Church. Above all, he was steadfast in his belief in Jesus Christ as his Lord and Savior.
Wes is survived by his four sons, Stuart and wife, Sviatlana; Chris and wife, Debbie; John; and Michael and wife, Jenny; and six beloved grandchildren, Danny, Alec, William, Katy, Lily, and Jack.

A Celebration of Wes’ Life will be held on Wednesday, January 28, 2026, at 11:00 a.m. at Cedar Bay Funeral Home, 405 New Berlin Road, Jacksonville, Florida 32218. Interment will follow at 1:00 p.m. at Jacksonville National Cemetery, 4083 Lannie Road, Jacksonville, FL 32218, where military honors will be rendered. The family will receive friends one hour prior to the service at the funeral home.
